It's way different than other rankings and requires a lot of difficult comparisons that take several eras into account. As time goes by it gets harder and harder to get listed at all, or bumped higher, because the names already on it have earned those spots even if they aren't active anymore or haven't been seen in years. Eventually we'll probably get to a point where like, one or two names are added every few years because for every name added, somebody who was deserving gets bumped entirely off the list. It will never go beyond 50.
